I remember back when I was little, Lego had an arrangement with cereal companies to offer free sets when you traded in the UPC codes from specially-marked boxes. These sets were probably no more than 20pcs and came in plastic baggies with printed detail front/back and a set of instructions inside.

No, these are actual sets just like any other. The only difference is their part-count.

I'm pretty sure all four of the sets excluding the Vulture Droid were available as a bonus with the Daily Mirror in the UK last year and sold at toys'r'us in polybags here in the US as well..
